The Story So Far
China’s semiconductor industry is racing to indigenize under an expanding regime of US-led export controls. Local governments and their investment vehicles are the lead funder for most facilities in this tracker. The National Integrated Circuit Industry Investment Fund (国家集成电路产业投资基金, “Big Fund”), founded in 2014, typically takes a minority equity stake in a smaller set of flagship projects rather than bankrolling them outright (see Policy & Budget). Meanwhile companies like SMIC have pushed mature-node lithography to produce chips at nodes once thought to require tools China cannot buy.
As of October 2026, this tracker covers 57 facilities across 16 provinces/municipalities, including 3 cancelled projects kept on record. Disclosed investment in active and completed projects stands at ¥4,104.5亿 in RMB-denominated figures and $80,300M in USD-denominated figures. The two are shown separately rather than converted, since combining them would require an exchange-rate assumption, and cancelled projects are excluded because their announced investment was never spent (see About).
